>> first, we are on storm watch. this is a live look outside in san francisco. on the left you can see salesforce tower. mostly clear. as you can see from futurecast on the right, rain is moving back into the bay area. you can see spots of green. that is timing out the next round of wet weather . >> we have dealt with two storms already and this will be the third. right now we see moisture to the north and a few snow flurries coming down across the mountain just amount hamilton area. let me show you where we are seeing temperatures cold enough across the diablo range that we could get a dusting of snow. it is showing up on high def doppler. keep an eye out when the sun comes up and let us know what you see up there. across the napa sonoma county hills we could see some snow flurries. we do see some coming down near hidden valley lake, clear lake, and lakeport. a lot of this moisture will be moving south. we are getting some good rain picking up just near kernville

and headed towards you. also towards santa rosa. starting to see the very beginnings of that next cell. the 72 hour rain totals are very impressive. 3.75 in north bay. st. helena about an inch and a half. we got thunderstorms yesterday and most likely will see that again this afternoon. widespread showers will continue on and off from now until saturday morning. three we are tracking a big mess over in richmond. this is along san pablo avenue. this is a crash that has closed a portion of san pablo avenue. here is a live look at 80 at mcbride. traffic not affected along the eastshore freeway. if you are exiting at san pablo dam road you will see some slow speeds. it looks like traffic is starting to jam up a bit. a portion of san pablo avenue is closed right at kirk lane. at the bay bridge toll plaza we have the crowds there. the back of stretches well into the foot of the maze. it is

stretching onto 580 and interstate 80. a 23 minute ride in the red heading into san francisco very busy out there. this is the san pablo avenue at kirk lane, that is closed right there along the stretch. now we are told a/c transit is rerouting line 72, 72 are, 669, 679 and six explore all due to this police activity on san pablo avenue. if you typically use a/c transit you will be rerouted this morning. that is a check of the traffic. when police officers in san francisco get the option of using tasers they will have a set of newly approved guidelines. jackie ward joins us live from the newsroom with more on the controversy. after he debate that has lasted years this decision came down to three hours of discussion for the san francisco police commission to

approve tasers in a 6 - 1 vote. police will be armed with tasers despite much public obligate -- opposition. the police commission held off on deploying tasers until he came up with a policy. last night the sf police chief said devices fall into three categories, intermediate, deadly, or lesser. he said officers are trained to understand what level of force to use depending on the situation. >> it's not just a taser policy. we're talking about proportionality, which is the fundamental of what we are about. we want the forced to be proportional to the action equal to the person the force is being used against . >> the president of the san francisco police officers association wrote a piece that talks about proposition h, measure on the june ballot in the city. halloran believes the measure would help better define a comprehensive taser policy and provide an opportunity for the poa and the commission to work together.

the sf mayor approved the policy. he said, quote, we need to provide our officers with every tool and resource available to keep our communities safe. the timing of when officers will have tasers on the streets is still unclear. the police officers association hopes it will happen by the end of the year. developing in the east bay, check out the wreckage from a high-speed police chase and crash in richmond on san pablo avenue near kirk lane. officer say the chase started in oakland around 3:30 this morning and reach speeds over 100 miles an hour. it ended here are the suspect crashed into at least one other car before taking out a fire hydrant, a tree, and a poll. we just learned the 24-year-old driver from oakland was taken to the hospital with major injuries. no word when san pablo avenue will reopen. the the family of a pregnant teenager shot and killed by fremont police has filed a federal lawsuit. jessica flores is live in fremont to break down the evidence of the lawsuit. >> reporter: good morning. the alameda county district attorney's office found that

those officers who shot and killed that pregnant teenage girl acted lawfully. she was not the intended target. now her family has enlisted a high profile attorney suing the fremont police department, blaming her for the teenagers death. this all happened a year ago. it happened in hayward. fremont police shot and killed alina mondragon who was in the passenger's seat. police were after the driver who was in that stolen bmw. investigators say the car had the linked to a string of armed robberies and when undercover officers closed in on the suspect police say he accelerated toward them. that's when police opened fire and shot and killed the teenage girl. the da investigation finds the overwhelming credible and admissible evidence shows that the involved officers acted lawfully and in self-defense. the attorney for the teenagers family, john burris, says the

officers are to blame and now the family says they want justice. >> the two fremont police officers wrongfully, recklessly took the life of abby in a botched police maneuver. >> reporter: the driver who was in that stolen bmw is the one now facing charges for her death. the lawsuit is asking for unspecified special and punitive damages. reporting live in fremont with kpix 5. the revolving door at the white house may not be done turning after a week of shakeups that included the ousting of secretary of state rex tillerson. there are signs more are on the way. the latest to step in, larry kudlow was named director of the national economic council, replacing gary cohen who announced last week he was stepping down. this morning the president tweeted about the change

writing in part, quote, our country will have many years of great economic and financial success with low taxes, unparalleled innovation, fair trade, and an ever-expanding labor force leading the way. >> the president has given me a chance i'm honored by it . >> to date more than 20 senior administration staffers have either been fired, resigned, or reassigned. now sources say president trump and h.r. mcmaster have been clashing over policy. >> paul manafort is asking a judge in washington to dismiss five charges against him . >> many ports argue that special counsel robert mueller has no right to indict him for activity before the president trump campaign. he is facing a federal trial in virginia on bank fraud and tax charges. he has pleaded not guilty to all the charges against him.

if he changes his plea to guilty to avoid trial manafort may have to speak with prosecutors in the russia probe. a california lawmaker is proposing a new bill aimed at preserving net neutrality rules. state senator scott weiner's bill would prohibit internet providers from locking or slowing data based on its content or from favorite websites from companies that pay extra. back in december the fcc repealed rules enacted during the obama administration. in a few hours two lawmakers plan to announce a new effort to make changes to the state pot tax policy. right now there is the regular state sales tax of six percent and a 15 percent state tax on marijuana. cities and counties can also add their own pot taxes to the mix. right now we're following breaking news out of oakland in lake merritt. a search is underway right now. we know that one person was pulled from lake merritt. that body was found. cpr was administered to the person, but that person was

pronounced dead. a search is underway for one other person. the coast card and dive teams are on the scene -- the coast guard and dive teams are on the scene. this is at lake merritt, one body pulled out and recovered from the lake. the search is on for one other person. questions this morning over how far we should go to try to ease california's housing shortage. it could mean big changes. we will explain next. you're right headed along 101 in the north bay is still looking okay. we may start to see some slowdowns. we are getting the first reports of a new accident in this area. we will have a closer look at that and the backup it could be causing. i'm watching the rain getting closer to the bay area. you can expect another afternoon of showers and isolated thunderstorms and heavy sierra snow fall. we will have the full forecast coming up. in the tech report, the

[ engine revving ] you cannot hear me at all, can you? change the san francisco skyline. kpix 5's anne makovec is live in san francisco with more details. anne? night, berkeley today a rally is planned against a state bill that could change the san francisco skyline. ann a big is live in san francisco with more details on this. >> reporter: it is a catch 22. we all know that we have an extreme housing shortage throughout the state of california. and also here in san francisco. this proposal could double the height limit in many neighborhoods. it is a state bill that is now in play in the legislature. it is meant to encourage denser, taller housing near

public transit. that could affect not only the skyline along san francisco's waterfront, but also the flatter, more suburban feeling neighborhoods to the west. all the way to ocean beach. allowing five and eight story buildings in places we now see single-family homes. here is a map from the planning department. the areas in tan are within a quarter-mile of public transit. this bill would increase current height limits to at least 85 feet in some of those areas. there are exceptions on narrow streets. also, a lot of new concerns that this could change the character of many neighborhoods and in the city and in california. the san francisco supervisor and mineral candidate jane kim is hosting a meeting this afternoon . that bill is undergoing a lot of changes and compromise and a lot of amendments. still really a work in progress. live in san francisco with kpix 5. the potential for a new transit village will include housing near the north berkeley bart station . >> back the development could

be built on a nearby parking lot. a part director will prevent -- present the status of the line and talk about the agencies guidelines on transit oriented developments. two weeks ago state lawmakers introduced legislation to get transit oriented housing near bart stations. their goal is to add 20,000 housing units on bart lane. 35 percent of which be affordable housing for low income residents . >> let's get a check of mass transit and a look at the roads . >> mass transit right now, bert is running with a 10 minute delay because of some earlier problems it was having at the 24th street mission station. it is in both directions, 10 minute residual delays. that's about it for bart right now. on the roadways we are tracking a couple of problems. 101 in the north bay near college avenue we had an earlier report of an accident near mendocino. no slowdowns showing now. it looks like it may have cleared. where we are tracking another problem is not too far

from there, this crash on surface streets. this is aviation boulevard at concorde boulevard. a car hit a tree and a water main. now we are hearing that there is quite a bit of water damage due to that crash in some of the buildings along that stretch. we will continue to monitor that. in the meantime, aviation boulevard maybe shut down. we have not received that information yet, but we will watch that. if you typically travel along that route you may want to find an alternate route this morning or be prepared for some slowdowns to that stretch and some flooded roadways. heading up further south along 101 we see the usual delays for folks making their way through the petaluma area. still in the green for the drive times. still stacking up out there. the ride heading along highway one, right now we have a full closure due to a fatal accident that has shut highway one at cypress road down.

let's check in with the forecast. here is the view of san francisco right now. nice clear conditions for now. not even see much cloud coverage. visibility not impacted. we did get a little break as we wait for the next round of rain. we saw a lot of rain come through the past 72 hours. we will see another half-inch to 347 inch added to these totals. here is where the rain is right now. it is getting closer and closer. it is raining in santa rosa right now. we are also seeing a little bit near dillon beach. this could work towards highway one. windsor also getting the beginnings of this next storm system that will be coming through. across the higher elevations near cobb in the hills across the clear lake area, hidden valley lake, snow is falling. some snow flurries could cause a dusting. a nice view across the sonoma county hills.

across this year they are getting heavy snowfall. the rain futurecast from now through saturday morning showing there is still more to come. there will be a few more areas that could see half an inch of rain. ukiah could get a little more, possibly up to an inch of rain left in this next storm system. in the south a clear conditions with wind not that bad. calm wind. south wind in san jose at six. three in livermore. a little bit stronger across the east bay hills. today the wind will be too bad until we get that chance of thunderstorms. sunrise today at 7:20. high temperatures will be about 10 degrees below average, mid to upper 50s. 56 concorde. 54 fairfield. 55 san francisco. it is cold across the sierra. one slope of the seer under this winter storm warning starts again tonight through saturday morning. this is the second warning issued for that area across the sierra because of all of the

snow that is expected. 30 - 48 inches. up to 60 inches at past levels. things are calming down as far as snowfall, giving the snowplows a chance to clear things up. we see some snow flurries through south lake. this shows there is a lot more on the way with this storm system that will bring us about half an inch of rain. we could see another 42 inches of snow for donner's summit. possibly 43 inches in bear valley. they already have 2 - 3 feet of snow in many of those locations. mostly cloudy skies as this storm system passes through. sunday and monday dry. the next round of rain tuesday and wednesday. this morning some apple users are claiming that wireless charging may be harmful to the iphone x battery. apple says the iphone battery should retain up to 80 percent of its original capacity at 500 charge cycles. it reportedly should take three years to reach. one user says the wireless charger is causing him to run through cycles more quickly. he expects he will hit that 500 mark in less than two years.

the amazon alexa could soon help you send money to friends and family. a virginia company has created a way for financial institutions to let their customers send money to friends using the voice assisted device. amazon does not say they plan to work with the company to bring the feature to all devices . the 49ers lose their running back. they gain another. can the warriors win without curry, clay and draymond green? the lakers come calling, next.

oakland.... i'm kenny choi. ego. breaking news right now, an intense search is underway at lake merritt in oakland. good morning. >> let's get right to jackie ward in the newsroom for the very latest. >> emergency crews are searching for a person who may possibly be in the water of lake merritt get all started when a 911 caller reported seeing two people, a man and a woman, in the water possibly during an argument around 4:30 this morning. this is a live look from chopper five. you can see search crews focusing on the shoreline of the lake right now. earlier one person was pulled from the water, given cpr, and taken to the hospital. we also have a photographer there live on the ground. right now official state it is not clear if the other person

is still in the water, but they are taking every precaution necessary and doing an extensive search of the lake. search crews from oakland police, oakland fire, and the coast guard are all on scene. it is very active and very new right now. this search, we will update you with development as the morning continues. thank you. let's take a live look outside. we have traffic on the right coming in from the north bay into the city of san francisco. a live look at the golden gate bridge. on the left get this nice shot of san francisco from our camera on top twin peaks. let's get a check of the weather and traffic right now. it is beautiful. >> it is clearing up enough to get a view of it. that's good. let's talk about the forecast. nice clear conditions. that does not mean the storms are over. another one is on the way that is impacting part of the northbay right now. you can see the green on the screen. it is just popping up

in dillon beach. waking up to raindrops. very light, especially compared to the thunderstorm activity that we saw across the northbay yesterday with the hail and lightning strikes. we will see that possibly again today. we also see snow near castle rock, mount hannah lodge area. it is snowing because it is cold enough across a lot of the hills. we could start to see the snow flurries enter the napa sonoma county area as well. i'm also seeing a few flurries near mount hamilton near the diablo range. watch the hillsides. we could get an impressive view. all of this action to the north near eureka, that is starting to move further south, which will impact us later on today. coming up we will time that out and let you know how much rain we have in store. highway four was looking so good and was in the green and now we are tracking an accident in the westbound direction right near bailey. it is definitely causing some slowdowns. you will see some brake lights

as you make your way along that stretch. 18 minutes from leverage to 680. be prepared for delays. this is a live look at the interchange of 680 and 242 for folks making their way in the southbound direction, your ride is still moving at the limit over to 24. eastshore freeway, travel times are climbing. we still show green. and 18 minute drive from highway four to the maze. at the bay bridge toll plaza we had an earlier crash. that is no longer blocking the fast-track lanes. we are in the red. a little over 25 minutes heading into san francisco. that is a check of the traffic. suspected come and nikolas cruz a killing -- accused of killing 17 attic lord high school has pleaded not guilty. his attorney said cruz would plead guilty to avoid the death penalty but the judge denied that move. the attorney now says if cruz is convicted life in prison with no possibility of parole would be an appropriate penalty. while cruz remained silent

in court yesterday thousands of people made their voice loud and clear. from the nation's capital all the way to the west coast students from across the country and the bay area walked out of class yesterday in the name of gun control. they are demanding that congress pass stricter gun laws following the high school massacre in florida. >> we need all the young people in this nation to stand together and fight these outrageous gun laws. >> standing in the main quad of the san jose high school with people twice his size was this eight-year-old boy. he was the only student to walk out of his second grade class so his mom took him to a nearby high school to participate . >> on the day of the student demonstrations congress did take a modest step to address the issue of gun violence. the house past the stop school violence act of 2018. it would authorize $50 million to increase school security. the money would pay for federal teams to help school districts sort through reported threats and also funded an anonymous system to report threats and

help identify potentially violent behavior. the bill does not address any restrictions on firearms. one year since a pregnant 16-year-old was shot and killed by fremont police. now her family is suing. jessica flores is live in prima with a look at the evidence. >> reporter: the alameda county da's office found that the officers involved acted lawfully . the teenage girl was not the intended target of a sting. her family is now suing the police department here in fremont, saying that the police officers should be held accountable. this all comes one year after elaina mondragon was shot and killed by the police. she was in the passenger seat of a stolen bmw. investigators were going after the driver. investigators say the car had been linked to a

string of armed robberies. undercover officers closed in on the suspect when police say he accelerated towards them. police opened fire and shot and killed the teenage girl. the da investigation finds is specifically that the evidence shows the involved officers acted lawfully and in self- defense . the the attorney for the teenagers family says the officers are to blame for killing the teenager in what he calls a botched police maneuver. our law enforcement expert reviewed the case and has a different take. >> it appears that the officers reasonably thought that their lives were in danger. >> reporter: the driver is charged with the murder. the lawsuit seeks unspecified punitive damages. reporting live in fremont with kpix 5. the state attorney general is requesting a federal lawsuit

between california and the u.s. between immigration laws to be moved from sacramento to san francisco . >> some experts say the state may have a better chance if the case switches location. he was department of injustice is suing california overstate sanctuary laws. the suit claims those laws violate the u.s. constitution by interfering with federal authority. in a few hours immigration rights activists plan to celebrate the release of a lodi mother who was in i.c.e custody for nearly 12 months. she was detained by immigration officials at a local ihop. activists say judges should not deny bond to immigrants just because of minor offenses. they plan together at 11 clock this morning outside the philip river federal building in san francisco. the washington post reports president trump boasted he made up facts in a meeting with the canadian prime minister. according to the post president trump insisted the u.s. has a trade deficit with canada, even though he did not know if that was true.

this week's special election in pennsylvania for a vacant congressional seat could lead to a recount. democrat connor lamb has already declared victory, but republican rick saccone has not conceded yet. lamb has a narrow 627 vote lead with some provisional military and overseas ballots still to be counted. the district is heavily republican and donald trump one there as a candidate by roughly 20 percentage points in the 2016 presidential election. the eventual winner will build how seat vacated by antiabortion republican tim murphy. murphy resigned last fall amid revelations he had an x or meadowfair and asked the other woman to get an abortion. questions over how high is too high when it comes to housing in california. there is a bill on the table that could change skylines up and down the state. we will explain, next. how much uber and lift writers could soon be taxed in one bay area city. the market just opened up about 10 minutes ago and it is in positive territory right now. coming up, we will get an update from jason brooks. does this map show the

joining us now... k-c-b-s radio financial reporter jason brooks. jobless claims are edging lower while another longtime american retailer closes shop . >> jason brooks is joining us now . >> good morning. i would have been bawling as a kid if i heard this news, toys "r" us will be closing all 800 stores after filing its plans to liquidate its assets under bankruptcy protection. not able to find a way out of its financial mess. that will affect 33,000 employees at toys "r" us, which has been in business for 61 years. it is bad news for toymakers like hasbro and mattel will find yourself spaces for their toys. also form all owners who have yet another key tenant that they have to replace. one retailer that is doing better is williamson owner. it beat -- williams-sonoma.

they enjoyed very good holiday sales for williams-sonoma and pottery barn. shares are up over one percent. job market continues to chug right along. the initial jobless claims down 4000 this past week. unemployment remains at a 17 year low. employers across the country are struggling to find talented workers and are starting to increase wages to get those workers. stock market trying to rebound after a couple of tough days. got off to a decent start, starting to lose the gains once again. the dow syllabi 20 points but the nasdaq is down by eight and the s&p is up by onepoint. back to you. a new bill aims to address the housing shortage in california by opening the door to a development near transit stations. in san francisco some worry it could radically change the landscape of the city.

>> they are spreading it all out throughout the bay area. we have a few new problems. some to update you on. we will begin by looking at the ride heading through the northbay. this is 101 heading through santa rosa near highway 12. that earlier crash at 11 near mendocino, that has been updated and we have new word that the offramp currently is shut down. northbound 101 at mendocino avenue, that is the offramp that is currently close. we are tracking a pretty bad mess along aviation boulevard near concourse boulevard. a car hit a water main and a tree and is causing quiet a bit of water damage to the buildings along that stretch. the crews are out there and this will be quite the mess. you will want to avoid that stretch of roadway. other than that, the right along 101 looks okay. 37 sing the usual slowdowns as you make your way near the

lakeville highway. about a 35 minute ride between 80 and 101. speaking of 80, we have a new accident that is currently blocking the solano avenue offramp. we are seeing the usual slowdowns westbound as folks make their way along the esure freeway. it is a slow stop and go right. 20 minutes toward the maze. metering lights are on. the backup is just not going anywhere. still read and about a 27 minute ride. that is a check of the traffic. let's have a look at the forecast. let's give you a great view this morning from twin peaks. our photographer clayton is out there and we are waiting for that official sunrise, which is not until 7:20. until then the cloud cover it is out there. also a break in the clouds allowing for us to see the golden glow in the mix of the dark blues as well.

a beautiful start to the day. we are seeing a few clouds thickening up. we see some snow flurries east of san jose, the diablo range. looking like snow has been coming down for the past couple of hours out there. the lake observatory might have a little dusting. in the northbay it is picking up. heading toward santa rosa. you just had a little lighter sell move through now this is stronger activity. rain showers heading through the northbay. right along highway 29, 179 and up further north we see some snow flurries as well. it is cold. if you have been outside already you noticed that temperatures have dropped a lot because of the clearing. that is also causing some of the snow levels to drop to about 3500 feet in elevation. heavy rain showers on the way. we will see some widespread showers. here is another great view of those clouds across san francisco and the bay rain

totals over the past 72 hours are very impressive. we got about an inch of rain in san francisco. another half inch to 347 inch. some areas where we will see thunderstorm activity today and tomorrow afternoon could see even more. this low is still hovering over us. that will bring has continued chances of on and off showers. futurecast shows that for the next couple of hours. the chance of thunderstorms will pickup after about 12:00 today. very similar to yesterday's conditions. we will see a break in the cloud coverage with some sun and clouds and then we see the thunderstorms between 1:00 and 5:00 in the afternoon. some small hail associated with that is possible. in petaluma we saw that yesterday. san francisco right now 44. cool in santa rosa. that's why a lot of those local hillsides where the temperatures are near freezing are starting to see the rain switch to slush and snow.

the afternoon highs are not very high, mid to upper 50s today. 56 oakland. 56 redwood city. in the higher elevations some clearing of the skies. not as much snow flurries coming down. they will see a lot more snow on the way. we're talking a couple more feet of snow him as low as 3500 feet in elevation. the past level could get 60 inches yet to come. travel will be tough. right now the snowplows are working hard to try to clear the roads. the tahoe report showing north star could see another 52 inches of snow. a lot of the ski reports have come in and they have already received 2 - 3 feet. at another 48 inches at squaw valley. heavenly could see another two or three feet as well from now until saturday morning. it will be busy across the higher elevations. a lot of this is impacting them the most. we won't get a break from the wet weather and tell saturday afternoon. at least the weekend looks mostly clear. saturday and sunday not bad.

water of lake merritt. this may be a terrible ending to a domestic dispute that happened very early this morning. we have a live look from chopper five right now. it started when a 911 caller reported seeing two people, a man and a woman, in the water, possibly during an argument around 4:30 this morning. earlier one person was pulled from the water, given cpr, and taken to the hospital. just after 6:30 search crews found a body. it appeared the person was unresponsive. oakland police, oakland fire, and coast guard are still on the scene. you can see cars and traffic are still able to move around this area from both directions. this is a look from the ground from one of our photographers who is there right now. things seem to be clearing up a little bit, but still a lot of search crews along the shoreline of lake merritt. we are waiting to hear from officials on the scene and we will continue to update you as we learn details of what happened this morning. time for a final five.

thousands of students across the country walked out of school yesterday to protest gun violence. the event came one month after nikolas cruz allegedly killed 17 students and teachers at a florida high school. cruz entered a not guilty plea during a court appearance. president trump is back at the white house where he will host the irish prime minister. the president picked cnbc commentator larry kudlow to be the top economic advisor, replacing caring the gary cohen. after firing secretary of state rex tillerson mister trump suggested more staff changes are on the way. fremont police are facing a federal lawsuit for a deadly police shooting that killed a 16-year-old girl. alena mondragon was shot and killed while riding in a car with her friends one year ago near an apartment complex in fremont. officers were trying to take the driver into custody for armed robberies. a high-speed police chase ended in a crash in richmond this morning. this is on san pablo avenue near kirk lane. officer say the chase started in oakland around 3:30 this morning and reached speeds over

100 miles an hour. after years of debate it is official, san francisco police will be armed with tasers. the san francisco police commission approved a taser policy late last night in a 6 - 1 vote. it is unclear when the officers will have tasers. things are getting a little busier and if you're getting ready to head out from hayward to foster city a 23 minute ride across the san mateo bridge. no problems, just crowding. the right in the mid for drivers heading south on a 80 south of 238, about 19 minutes down to highway 84. the nimitz freeway still in the green. just under 20 minutes heading northbound from 238 towards the maze. the right along 580 heading through oakland is still moving at the limit with no delays between 238 and 9 to 80. the eastshore freeway is in the yellow. a 20 minute ride from highway four to the maze. at the bay bridge toll plaza there has been a few accidents.

22 minutes heading into san francisco. on the other side of the bridge from the 280 extension, this is at the sixth street off ramp. it is backing up along that off ramp. i am watching all of the rain headed our way. you can see moisture up there across much of northern california near the oregon border. let me cement to the north bay and worry the rain is coming down pretty good right now, about one fourth and inch for our -- per hour. st. helena starting to see very light raindrops. it is headed your way. also noticing there is moisture off the coast as well, which is going to work its way towards dillon beach. look at all of that. to the north in eureka, garber bill, that is coming our way as well. we have this third round of storms to come through. that will bring us showers today through saturday morning. radar shows some areas of clearing. i want to show you
